From 1959 until today, the performance of Cuba's economy has been an 
important part of that country's political structure. For years, the 
Soviet Union subsidized Cuba as a showcase and as an irritant to the 
West.  The Gorbachev reforms and the fall of Communism in Europe ended 
that.  Richard F. Kaufman, former general counsel of the Joint Economic 
Committee of the United States Congress, analyzes the problems and 
prospects that confront Cuba today.
