Even if I had read the announcement I still would have had the
problems I did.  I didn't realize I had a .xemacs file, until changes
I made to my .emacs file didn't work.  I'm not complaining about my
predicament.  It's just that those of us who are working with the beta
stuff can become accustomed to the way things have changed or been
"improved" and not realize what an impact it might have on the masses
when finally released.  I just think this is something that should be
in "bold" print at the top of the 20.3 release announcement.
