The file you mention "/etlport.etl.go.jp:/pub/mule/leim.tar.gz" is
old: I don't know what it is doing there...

The current Emacs/mule beta is (hidden) in

	/anonymous@etlport.etl.go.jp:/pub/mule/.notready/

it seems to work well enough: though I don't use it so much.
Indeed it contains a file "emacs-20.0.91/lisp/international/kkc.el".

That is not quite accurate.  Emacs-20beta doesn't contain skk: it
contains a file based on one of the skk dictionaries, which it most
certainly uses: otherwise the kanji henkan wouldn't be working in
quail!  (Can you imagine that Handa San releasing a beta version
of Emacs/mule _in_ Japan that cannot do kanji henkan!! ;-)


Anyway I don't use quail myself (though I just tested it).

I recommend trying skk-10 (beta) (I am using skk-10.34i).  It works
well under XEmacs.  I am not sure how much is left to do (the only
thing I know it lacks is isearch).

If you want to beta test it, I think you can join the skk list
(discussion is in Japanese) simply by sending a mail to:

	skk-join@kuis.kyoto-u.ac.jp

The latest beta is available from

	ftp://ftp.mickey.ai.kyutech.ac.jp/pub/emacs/lisp/skk/

(you also need the dictionary file(s) from the last release:
"/skk.kuis.kyoto-u.ac.jp:/skk/9.6/skk9.6.tar.gz") to be able to use it
really.

[I think I should state that you should probably not distribute the
unreleased skk-10 without permission from the authors (I believe one
of the maintainers is Mikio Nakajima <minakaji@osaka.email.ne.jp>).]
