I don't understand what you mean: quail/ja _is_ working in
emacs-20.0.91.  The point is that the older quail/ja in XEmacs is not
working, right?

Rather, I think we are waiting for Emacs-20 to be released so that we
know what we have to sync with!  Though apparently Morioka San is not
planning to port the Emacs quail/ja to XEmacs.  That means you should
probably use skk-10 (either try the beta version, or wait until it is
released (and packaged) with XEmacs/mule).
