Practically everything else in the C code has been rewritten, so I
suppose the Lisp engine is fair game too.

The big question is can we do it a reasonable amount of time?  I
believe the lesson we have learned from this go around is that
maintaining separate but equal development trees doesn't work too
well.  Once we get a stable and viable v20 out and released, there's
no reason we can't take 9 months to a year and just do it.

I like the internationalized v20 very much, but it is too slow.  If we
get anything near the kind of performance improvement estimated, it
will be worth it.
