It works fine when `make info' is done at the top level, or `make' is
done in the man directory in the source tree.  I have not tested with
a latin-1 XEmacsen other than explicit setting of EMACS to
xemacs-19.15.

I fixed that several betas ago.  We can handle any number of non-English
texinfo manuals with a Latin-1 XEmacs so long as they use the same rules
for building that the Japanese manuals in man/tm use.
