It supports an ancient convention from UCB that & in the passwd file
would be replaced with the account name.  

However, a check of my personal mail archive (including several
mailing lists) and the news spool shows that `&' meaning `&' is far
more common than `&' meaning the account name.

So the substitution should be removed.
