I really don't care  *what*  the final package-installer  scheme looks
like,  as long  as it's  possible  to do the  moral  equivalent of the
following:

make package target=/usr/local/xemacs/package-dir
make install target=/path/to/my/staging/area/package-dir

Sites that  have any/all of NFS farms,  AFS,  'depot', or other things
need this.

I don't care about the exact scheme.  XEmacs I just do a make and then
a 'make install prefix=/...'.  Perl 5 I use the 'config.over', and the
main makefile has seperate 'prefix='  and 'installprefix=' values.  As
long as it's not like GCC, where you have  to do some Makefile hacking
to keep it from gratuitously re-compiling in the overriding value on a
'make install prefix='.
