I tried it, and you're right. If you hold down the mouse button, and
drag around to manipulate the menus, and open [Options | Customize |
Emacs | Editting | Editting Basics] with XEmac butted against the
right edge of the screen, when you move into the title of the first
menu that flips up on the left, then drag down to select an entry,
the menu disappears when the mouse leaves the menu title subwindow.

If you drag cornerwise from the farthest right menu to go into the
one that opened to the left,[1] it pops down, since the pointer
crosses the rightmost menu's next lower selection. But dragging
straight left into the title, then straight down shouldn't pop it
down, it should move the highlight along and let you make a
 selection.

It doesn't happen if you use one-click and let the menus stay up, nor
does it happen with menus openening to the right.

Footnotes:
[1] Something that many other menu kits don't do; it's a GREAT feature
of the lucid menubar, along with the one-click-stayup
operation. (a design award please, for the people who wrote it.)
