I got a chance to look far enough to see that there are MH related
changes to tm between 19.15 and 19.16-pre4.  My local init does not
appear to have anything that would affect TM, but I can't just run
with -q since it won't find MH executables or hook in TM, however I'm
going to try to generate a minimal init to check whether I'm
introducing the problem.

If there's someone else who's using mh-e with TM, it would be great if
you could see whether middle clicking a PGP signature does the right
thing in 19.16pre4.
