Yes, but it looks virtually dead.  Last version I found (though an
admittedly quick scan) was 11/95.

In looking around to see what the latest version was, though, I found
this interesting thing:

After a good bit of LaTeX2HTMLing, this guy may be onto something.

Although, yet another markup language?  Anyway, I need to look at it
more myself.  Just saw it and thought it was interesting enough to add
to the discussion...
