I vote for shipping 19.15.  Shoulda done it months ago.

The performance of 20.0 and 19.15 is really good news.  I'll try to do
a confirming measurement.

Folks on the (non-XEmacs) Mule mailing list have asked about
availability of XEmacs via ftp.  I would like to make a usable version
of XEmacs 20.0 (and 19.15) available for non-passwd-protected ftp, and
thereafter post an announcement to that effect to at least the Mule
mailing list.  If we don't do this, we should at least publicize the
procedure for gaining ftp access on this list.
