I have no problems assigning the copyright over to the FSF for any
work that I do maintaining or developing the ``core'' of XEmacs.

As for the non-base functionality elisp packages that I am developing,
I will GPL them but I will *not* sign the copyright over to the FSF.

Since Kyle wants to have have his packages pulled from the
distribution, maybe we should bundle the unbundled packages into a
xemacs-non-fsf.tar.gz package that will unpack into the appropriate
place within the hierarchy.
