Athena scrollbars are broken and I'm trying to make them work.

The only portion of that patch that affects a configuration other than
one with Athena scrollbars was the vertical scrollbar drag hack (which
if the comments were correct should not have caused crashes), but
David's patch backs that out too.

I'm running with Lucid scrollbars and the above patch in this instance
of XEmacs and it looks solid to me.
