it might be nice to have this sort of information in a reasonably
central place in the distribution.  I do not like the look of the GNU
Emacs NEWS file, but I do think that it does serve some utility that the
XEmacs one does not.

Of course, maintaining that in light of the number of packages could be
a problem.
