I can't say much, since I contribute virtually nothing in the way of
code to the XEmacs effort, and since getting something out the door
should probably be top priority.  However, a couple of things to
consider: 

o Integration of tm, efs, and Auc-TeX was sort of "promised".  I
  recall a number of posts to c.e.x to that effect, and it has been in
  the FAQ that they'd be in 19.15 for a long time.

o Personally, I think bundling of numerous packages like this is
  really one of XEmacs strongest selling points, not just to newbies
  but even to fairly seasoned users.  Yes, I saw the post from the guy
  who wanted to see less bundling, but I agree with Kyle that there
  are far more people who love the fact that so much stuff just works
  out of the box.

o Of efs and Auc-TeX, I'd say the latter should be higher priority.
  But that's mainly because I've had little problem with ange-ftp and
  don't really know what efs offers.
