  "charset" of mule may be graphic character set of ISO 2022.  User
can add new charset for mule.

  "coding-system" of mule is encoding scheme for character code.  It
is used file or process input/output.  iso-8859-1 or iso-2022-jp is an
example of it.  coding-system may correspond with MIME charset,
however MIME charset may be closed but coding-system is opened,
because coding-system is defined independent on "charset".
iso-2022-jp of mule can include hebrew or other non-Japanese graphic
character set.
