Yes, but currently psgml-html converts them even if they aren't.  Not
terrible, but it did violate the principle of least surprise for me.

Right, but should this be relevant to the output that psgml-html
produces?  Maybe I'm not seeing straight in this issue.  It's no big
deal, after all.
