Correct, as I understand it.

Probably so.  I wouldn't put it high on the priority list for 19.15.
Leave things the way they are for now, concentrate on stability and
getting the 19.15 release out ASAP.  Then we can worry about all this
for the 20.x tree.

I would, however, make the interface changes described above, even if
XEmacs doesn't really work completely as advertised.
