hmmm, had some of these, did  make all-elc and I get the same thing.

I do notice however that vm-mime is not getting byte-compiled.  In fact ,
it's not even mentioned in my vm/Makefile.   Methinks I am the victim of
patch lossage. 

and now that I look at xemacs-19.15-b92-19.15-b93.patch I see that I am.
Fixed my vm/Makefile, do a make and redump xemacs.  Bingo! It's working.
No more yelling about vm-mime-plain-p.
