Using the Options:Toolbar Appearance:Default Location menu item, I
cannot get the toolbar to appear in any position other than Top.  It
simply disappears when I try.  The VM frame does have a left toolbar
when invoked with `vm', so left toolbars are possible.

I've tried "xemacs -q" and the behavior is the same.
