I don't know either.  Perhaps it is an incompatibility between mule
and non-mule .elcs.  It would help if you can narrow it down to a
specific package.

Try removing as many of the .elcs timestamped within a couple of days
of the release (except loaddefs.elc) as you dare and doing a
`make all-elc'.
