I'm not sure, but I'm guessing its for the same reason
that you can scroll past the end of a file, but you can't
scroll past the beginning.

Neither inconsistency makes sense to me, although I have a
feeling that fewer people are bothered by the scrolling
thing.  I've actually heard it referred to as a feature.
Hogwash.
