I think you mean it _should_ be a long standing tradition.  I recall
getting bitten by a configure bug autodetecting the lack of
/usr/sbin/sendmail and selecting a broken replacement in the 19.14
beta cycle.  There are *a lot* of good reasons to compile code on
machines that do not have sendmail running or available.
