If you're going to be releasing a revised 19.15final anyway,
you might consider at least some of these FAQ items:

 Q1.0.2: talks about "19.15, released in January, 1997."

 Q1.3.7: many blank lines for no apparent reason

These aren't critical for 19.15, but would be nice to have
eventually: 

 Q1.0.5: "Why Haven't XEmacs and GNU Emacs Merged?"
         Would be nice to add something like, "The two
         emacs versions share a significant amount of
	 code, and the XEmacs maintainers attempt to
	 maintain compatibility whenever it is practical."

 Q1.0.8: "How do you pronounce XEmacs?"
	 Might add, "Some prefer `zee-macs', in deference
	 to the old Zmacs editor on the MIT Lisp Machine,
	 one of XEmacs's progenitors.

 Q1.0.10: might mention the ongoing NT-porting work
