I installed 19.15 and 20.1 in exactly the same way.  From the source
tree, I use "make install".  My site-lisp directory hasn't moved for
years.  It appears that _something_ related to this has changed
between 19.15 and 20.1.

That is what I have now done.  It still seems (to me) inappropriate
for directories other than what I explicitly add to load-pathsto be
added there.  I suspect that this will bite others too.
