The font locking underwent a lot of change between 19.13 and 19.14, so
it's a not a sure thing that you're referring to recent 19.15 changes.
There have been some minor changes made since 19.14, the most major of
which is that fast-lock.el got updated.

I've never seen this.  Do you use lazy-lock?  (I use fast-lock because
it is much faster).

That could be due to conflict between font-lock and
highlight-headers.  I know there are huge conflicts between
enriched.el and font-lock.  Try it out with the new vm in beta6 and
see if that makes things any better.
