XEmacs has been built for the first time using Autoconf 2.
We will use autoconf 2, starting with 20.2.

This is an infrastructure investment sort of thing, and we can expect
a fair bit of short-term breakage.

I also hope to fix up various other broken configuration things, like
the tooltalk detection code.  My src/Makefile.in.in is already
radically different from everybody else's.
