Are you perchance using XEmacs? I saw this problem when I changed from
Emacs to XEmacs, and it does appear to be the fault of XEmacs' info mode.
Compare the two lines below, from the same info file, viewed once with
info(1) and once with XEmacs:

--- info:
   By default, make' starts with the first target (not targets whose
names start with .').  This is called the "default goal".  ("Goals"
are the targets that make' strives ultimately to update.  *Note
Arguments to Specify the Goals: Goals.)

This is not the worst example I've seen, by a fairly long way, but it was
the first one I happened to come across. If this is the problem, I
suggest the maintainer reassign this bug. I also haven't tried it in
normal Emacs either, since I changed, but I believe it to be
XEmacs-specific.
