There are instructions in the README file

: If you have only a installed X11R6, please put Xsi on
: any directory and you should use the following commands:

:         % make World -f Makefile.inst


What they neglect to tell you is that you need to edit config/Project.tmpl:

Change the IMTOP line to point to whereever you untarred the source:

          IMTOP = /opt/src/xemacs/Xsi

It should build after that.  If you want it to compile faster, go
further down in the Project.tmpl file and change all the non-japanese
stuff to NO.
