My problem is *not* sending messages but reading messages. When I send 
messages that contain Japanese, I use VM w/ tm-edit, no problem. OK.

When VM recieves new messages from mail spool, they are stored into 
primary inbox. I check the messages at mail spool have stroed w/ right 
code, and I do vm-get-new-mail, check primary inbox, and find the
messages' all Japanese characters are changed into `~'! But in the
frame, the messages are displayed right!?

So, I changed VM-6.29 to VM-6.27(comes with XEmacs-20.2-b1), it works
fine and I continue using VM-6.27.
