The condition is bellow:

    When the Motif library is not selected.
    X library (libX11) have Xmb* functions.
or
    plus,
    she/he DO want to have bilingual menu.


But I didn't test the combination of USE_XFONTSET and --with-xim=xlib, 
so I'm now trying this if there's any problem.
