I just tested above and got SEGV when I got XEmacs up and enter any
key.
When I invoked XEmacs, I got following message from
input-method-xlib.c, line 147:
Warning: XOpenIM() failed...no input server available\n

Thus, currently, the condition should be as bellow:

> When the Motif library is not selected.
> X library (libX11) have Xmb* functions.
    * Not selected any XIM library (--with-xim=no)

Here's a configuration I got the problem.

./configure '--cflags=-m486 -O2 -pipe -DUSE_XFONTSET' '--site-includes=/usr/local/include' '--site-libraries=/usr/local/lib' '--with-sound=native' '--with-mule' '--with-canna' '--canna-includes=/usr/local/canna/include' '--canna-libraries=/usr/local/lib' '--with-dialogs=athena' '--debug=no' '--with-xim=xlib'

Configured for `i386-unknown-freebsd2.2.1'.
