it comes from fsf, in gettext-x.y.z.tar.gz, and is very useful in
translating strings... a nice way to save your time.

By the way, do you think I should put octave's .el files, which work well
wothin xemacs into the incoming directory of xemacs? I did make a plea for
them too, a long time ago...
