I don't think the situation is fixable without fixing the C code
behind it.

The fix is not trivial (the BUFFER arguments should be changed to
BUFFER-OR-WINDOW in fact, with a side-effect of keeping backward
compatibility), but the patches for 20.3 in that direction might work
in 19.15, too.
