Actually, I think the right thing to do is remove the automatic
-L/usr/local/lib, and force the installer to specify --site-libraries and 
--site-runtime-libraries.

Hrvoje, believe it or not, some people like being able to have 
LD_LIBRARY_PATH work at runtime.  -R, as George pointed out, is pre-emptive.
