I still cannot find the rationale behind this. Why changing things in
an authoritative way without letting the user chose its preferred
format? In this case, why not hardcoding indentation value to '8'
without letting the user change this?

This means that I (and I suppose many other people who work on
projects that have strong guidelines) will have to dig into old XEmacs 
releases to find the old change-log.el file and use it instead of the
new one...
