If I try running VM in a single frame, I don't get the toolbar
appearing at all.

I created a .vm file with just the following in.

(setq vm-frame-per-composition nil)
(setq vm-frame-per-folder nil)
(setq vm-frame-per-edit nil)
(setq vm-frame-per-summary nil)

xemacs -q -no-site-file
M-x vm

No toolbar.

If I delete the .vm file and try again, then when I start VM I get a
new frame with my mail *and* a toolbar down the LHS.

Is there something I need to set ?  In 19.15 and 20.2 the toolbar
appeared in a single frame ok.
