I don't think it has anything to do with 2400 modems.  XEmacs' TTY
redisplay speed is unbearable, unless you use an Xterm or a terminal
emulation on a PC.

Many people do -- mostly those who, for one reason or the other, are
stuck with TTY-s.  If we don't care for TTY-s, we shouldn't care for
these optimizations.  The reverse applies, too.
