Steve,
	I agree that (most likely) the default behavior should/will
remain unchanged for many reasons: 

1) if it ain't broke, don't fix it;
2) stay as close as possible w/ FSF;

but for the sake of testing, I think that by making it default on the
beta version will be better.  That way we're more likely to find bugs in 
it, and when you release the final version, you can change the default
state of the variable.  You yourself said that for a since
`save-some-buffers' must be fail-safe, it deserves the utmost attention
in terms of testing.  So IMHO make it the default for beta testing.
It's sure to get tested lots since everyone has to exit XEmacs
eventually.
