No.

If you're using the beta XEmacs, you're *probably* either on the
mailing list or at least semi-informed about what's going on and quite 
capable of turning the feature on for testing.

Beta testers _will_ turn it on for testing purposes.  However, having
experimental code default to being on, no matter whether it's a beta
release or not, is plain silly.
