I agree. Setting base64-internal-encoding-limit and
base64-internal-decoding-limit to nil should theoretically prevent mmencode
from being called, a friend of mine has however reported this did not
work. Someone else should try that. 

The default value should probably be set to nil or some way of detecting if
mmencode is installed should be used as it is much faster than internal
encoding/decoding.
