The default behavior is to load .xemacs-custom after .emacs.

Probably.  I think existing code in custom could be used to provide a
safe upgrade function.

Only if the name isn't changed.  If the name is customized, it is
assumed that the user knows what he is doing and is responsible for
loading it.
