rust-spade 2.15.1-1 is being prepared for sponsorship.

This packages spade for the raygeo dependency chain.

Dependency notes:
 * spade needs rust-robust >= 1.2.0.
 * The robust packaging needed for this dependency has been merged into
   debcargo-conf master as rust-robust 1.2.0-2.
 * librust-robust-dev 1.2.0-2 is now apt-visible from unstable and the package
   builds against archive dependencies.

Test notes:
 * Upstream tests/examples use several dev-dependencies or versions not
   currently available in Debian, including criterion 0.8, shapefile 0.8, and
   svg 0.18.
 * These dev-dependencies are disabled in a Debian patch and generated
   autopkgtests are marked flaky via debcargo.toml.
 * ./build.sh spade completed successfully on amd64 on 2026-07-25.
 * Raw autopkgtest summary reports all generated tests as FLAKY because the
   tests require disabled dev-dependencies such as rand and anyhow; the raw log
   still says "I: Autopkgtest run was successful."
 * debcargo-conf reports UNKNOWN while analyzing the intentionally flaky
   autopkgtest log.

Lintian:
 * lintian --display-info --pedantic was run on
   rust-spade_2.15.1-1_amd64.changes.
 * Remaining tags are expected initial-upload/distribution tags before sponsor
   finalization plus usual Rust crate informational/pedantic tags.

Reverse dependencies:
 * dev/list-rdeps.sh could not run locally because aptitude is not installed.
 * apt-cache rdepends found no archive package for librust-spade-dev because
   this is initial packaging.
