Note: You need proc.c from the source if you are going to make the dox yourself.
Alternatively the dvi file and PostScript file that is created from them
are also here if you can't use LaTeX.

I can also send you a bound printed copy, if you pay the postage and printing
costs. Mail me for details.

There is also a plain text copy called celemp.txt however this is not a very
good copy but contains all the rules, it was derived by converting the dvi file to text, using a program called dvi2tty.
