SWEDEN--When Radio Sweden begins its new schedule on September 30th, a major
reorganization in language services is also taking place. The Portuguese
Service will be going off the air, and shortwave broadcasts in Spanish and
French will be cut in half to 15 minutes each daily. 

On the other hand, the current 7.5 minute broadcasts in Estonian and Latvia
will double in length to 15 minutes each daily.

In connection with the reorganization, there are changes coming in Sweden
Calling DXers. The program may disappear from some, or even all of our
remaining languages, or perhaps remain on the air as a general media
magazine. The Electronic Edition and the printed bulletins may disappear as
well. Listener comment is, of course, always welcome. 

The new Radio Sweden English schedule is included at the end of this edition.

From the Gulf:

IRAQ--American president George Bush spoke directly to the Iraqi people on
television Sunday. The 8 minute speech ran at 15:00 hrs UTC. There was little
publicity, so while some Iraqis watched the speech on one local channel, most
were tuned into cartoons on the other channel. The Bush speech was
immediately followed by a denounciation by Saddam Hussein's spokesman. Saddam
Hussein made the airtime available to the American President after Americans
complained that the Iraqi leader's speeches were being broadcast live to the
US and around on the world on CNN.

Radio Baghdad is now broadcasting in French at 18:00-19:00 hrs on 13660
kHz. (Francois Chalory, France) English continues on this frequency at 21:00-

IRAN--Updating SCDX-2100, the Voice of the Islamic Republic of Iran is
now announcing the following frequencies for the English broadcast at 11:30-
12:25 hrs: To South Asia on 7190 and 11790 kHz; to the Middle East on 1224,
7215, and 9695 kHz; to Afghanistan and Pakistan on 9705 kHz; to the
southwestern USSR on 702 kHz; and to Tehran on 100.7 MHz FM. (Sudipto Das

UNITED ARAB EMIRATES--Updating SCDX-2111, UAE Radio in Dubai has been
heard at 16:30 hrs on 11760 kHz. 15200 kHz is in parallel. (Jibrin Abdul,

ECUADOR--HCJB has begun broadcasts to the Middle East, starting at 16:40 hrs
on 21480 kHz. (Shay Selovan, Israel)

ISRAEL--Kol Israel is now broadcasting in French: 05:15-05:30 hrs on 11655
and 17575 kHz; 11:30-12:00 hrs on 15650, 17575, 17590, and 21790 kHz; and
20:00-20:30 hrs on 9435 and 17575 kHz. (Francois Chalory, France)

JAPAN/GABON--Updating SCDX-2107, Radio Japan has extended its service
to the Middle East, using the relay station in Gabon. Japanese can be heard
at 02:00-03:00 hrs on 15325 kHz; Arabic is at 09:30, Japanese at 10:00, and
English 11:00-12:00 hrs on 21530 kHz; Japanese is at 12:00 hrs, English at
14:00-16:00 and 17:00-18:00 hrs on 21700 kHz. (Shay Selavan, Israel)

SATELLITE-TV--Saturday saw the first broadcast of Sweden's newest TV channel,
TV4, which uses the Tele-X direct broadcast satellite, as well as Intelsat.
TV4 spent most of  the day broadcasting its channel-warming party. At 17:00
hrs the channel officially opened. For the record, the first commercial was
for cat food.

There's been quite a bit of criticism here about the new station. The
country's largest selling newspaper, the tabloid Expressen, commented that if
the new channel didn't improve it's programming, it may as well close down.

TV4's flagship is its news, and some of the best journalists from Swedish
broadcasting have gone over to the new station. But there is criticism there
as well. Curiously, the first newscast didn't carry a single story from the
Middle East, which is still major news, of course.

As TV4 was starting this weekend, Sweden's ruling Social Democratic party was
holding its party conference, whichis held every three years. The delegates
gave the government the long-awaited go-ahead to introduce commercial
television from Swedish-based transmitters. TV4 hopes that it will become the
first national commercial channel, based on terrestrial broadcasting, and not
satellites.

SATELLITE-RADIO--We have a new satellite radio station in Europe, Radio-ropa,
broadcasting in stereo from both the Astra and Kopernikus satellites. On
Astra Radio-ropa can be found on the German Pro 7 transponder, using the
subcarriers on 7.74 and 7.92 MHz. 

ALBANIA--Updating SCDX-2085, Radio Tirana can also be heard
broadcasting to Europe and Africa in English at 04:30 hrs on 11835 kHz.

AUSTRALIA--Here are new changes in the Radio Australia schedule: 21775 kHz is
on the continuously from 08:00 hrs (or before) until 15:00 hrs (and perhaps
later). 15240 kHz can now be heard until 09:30 hrs. 11800 kHz now signs off
at 16:00 hrs (instead of 17:30). 21825 kHz now signs off at 12:30 hrs. (Peter

BRAZIL--Radiobras is now broadcasting in Spanish, possibly calling itself
Radio Nacional del Brasil. The programs are on 9655 kHz at around 10:00-11:15
hrs. (Daniel Turpo, Argentina and Cristian Gabriel Lorca Vera, Chile)

FINLAND--We reported that Radio Finland would be using 558 kHz for its round
the clock English coverage of the Super Power summit in Helsinki. But checks
of that frequency during the meeting revealed only the regular Finnish
broadcasts on that channel. 

Juhani Niinistroe of Radio Finland now tells us that they had to abandon use
of the frequency because Finnish Television insisted on being able to close
down the medium wave transmitter whenever necessary. This is because the new
medium wave transmitter is only 3 km away from the presidental palace, where
the summit was held. Finnish Television was apparently afraid that their
relays from the palace would be disturbed by the FM transmissions. (Juhani

NEW ZEALAND--Updating SCDX-2104, Radio New Zealand International can
be heard at 20:00-20:45 hrs on 13720 kHz. (Janos Szucs, Hungary)

NORTHERN MARIANA ISLANDS--The "Christian Science Monitor" station KHBI in
Saipan is now broadcasting in English: 

To the Pacific 08:00-09:55 hrs on 15610 kHz, 12:00-13:55 hrs on 9895 kHz,
18:00-19:55 hrs on 9455 kHz, and 20:00-21:55 hrs on 13625 kHz

To Southeast Asia 00:00-01:55 hrs on 15435 kHz, 06:00-07:55 hrs on 17855 kHz,
10:00-11:55 hrs on 15115, 12:00-13:55 hrs on 9465 kHz, and 22:00-23:55 hrs on
15275 kHz

To India at 14:00-15:55 hrs on 13625 kHz. (Arthur Cushen's DX World, New

PORTUGUAL--Updating last week's program, Radio Portgual is now broadcasting
in English at 21:00-21:30 hrs on 21495 kHz. (Klaus Irrgang, GDR)

UNOFFICIAL RADIO--We have reports on two anti-Cuban government stations. La
Voz del CID has been heard at 23:00 hrs on 9942 kHz. Radio Cayman has been
heard at the same time on 9965 kHz. (Klaus Irrgang, GDR)
   
The Voice of the People's Republic of Eritrea has been heard at 03:00-07:00
and at 13:30-17:00 hrs on 7020 and 7490 kHz, and at 19:00-20:00 hrs on 7485
kHz. All programs are in Amharic, except for an Arabic broadcast daily at

and interviews on Tuesdays since 1948. Beginning September 30th, RS
