Have you ever played NetHack (or moria, larn or similar games)?

I'm not suggesting they are what you are after (they'll mostly use simple ascii
"graphics" with little text) but they (refering to nethack 3.1.1 mostly):

(i) Have levels created "on the fly" (as well as some fixed levels). These are
    built to a framework.

(ii) The amount of detail is sufficient that lots of interactions occur, many
     of which the designers never imagined. Things like the ability to polymoprh
     into different monsters make the game very rich this way.

(iii) Although the overall aim is the same in every game, there are many ways of
      going about it. It is still as playable, even if after you've "won".

rec.games.hack is the group for nethack. There are groups for the others too, but
I don't know the names off-hand.
