Yes, Graham Nelson (nelson@vax.oxford.ac.uk) wrote a compiler called Inform.
Its C source code is available in 
   ftp.gmd.de:/if-archive/infocom/compilers/inform/
files 'inform' and 'manual'. There are also some examples in this directory.
