To produce the track object from the blender file, take the Y axis to be "up"
and design it the way you would expect it to actually be. Then deselect 
everything and select all of the parts of it without selecting cameras, 
lights, etc. Now select File->Export->Wavefront (.obj). You should have 
selected 

only "Selection Only" in "Context...", 
nothing in "Output Options...", 
only "Edges", "Triangulate", "UVs", "Nurbs", and "Normals" in "Export...", and
only "Objects" in "Blender Objects as OBJ:"

Now when you export, it will come out right.
