I only have knowledge of two 'kite stores' in Brussels.
The first is called Scientific. They sell glass and carbon fibre spars, tyvek, Spinnaker Nylon and some other kite-building material
They also a limited number of kites for sail.  The store is specialised in radio controlled planes ans boats.

                 opening hours: 9am-6pm, closed on thursday

The second one only sells kites.  They have some simple one-line kites and a lot of (expensive) two line kites.

If you realy want to have a large choise of kites and kite building material, I would you suggest Vlieger Op in Den Haag.
I have not been there (I plan to do this this week-end) but they send you a nice catalog if you ask
